SANDAKAN: The state government wants planters and millers to pay heed to environmental concerns, especially the conservation of wildlife species that exist in areas close to plantations in Sabah’s east coast.

Chief Minister Datuk Seri Musa Haji Aman urged them to work with government authorities, researchers and non-governmental organisations in coming up with the best practices to protect Sabah’s diverse and unique wildlife.

Plantation firms in Sarawak to pay more to recruit new Indonesian workers (15% more in wages to recruit new Indonesian workers)

KUCHING: Plantation companies in Sarawak will have to pay about 15% more in wages to recruit new Indonesian workers soon. Indonesian consul/counsellor Rafail Walangitan (pic) said the minimium daily wages of Indonesian plantation workers in Sarawak would be raised to RM22 from RM19 in three months' time. The last revision by RM3 a day (from RM16) was in 2010.

He said the Indonesian Kuching consulate would only issue job orders to plantation firms to recruit Indonesian workers if they commit to pay the minimium wages.

IOI Corp Bhd's (1961)second quarter profit surged 13 per cent compared to a year ago, thanks to stronger contribution from its plantation business.

IOI's net profit for the quarter to December 31 2010 was RM520.24 million. Group revenue rose to RM3.97 billion compared with RM3.06 billion before. In its filing to the stock exchange yesterday, IOI said it expects satisfactory performance for the rest of the fiscal year ending June 2011 on prospects of strong palm oil and palm kernel prices and a resilient property market.

Yesterday, its share price rose 13 sen to RM5.71. IOI shareholders' optimism is buoyed by the uptrend in palm oil prices as the current global shortage of vegetable oils is set to keep prices at higher levels. So far this year, crude palm oil (CPO) futures on the Malaysian derivatives exchange are averaging at around RM3,700 a tonne. Yesterday, the third-month benchmark palm oil contract closed at RM3,745 per tonne.

In its second quarter results, IOI's plantation operating profits rose 14 per cent to RM363.7 million from RM319.9 million a year ago. The rise in profits was mainly due to higher CPO and palm kernel prices. The group's average CPO price in the quarter was RM2,800 per tonne while palm kernel price was RM1,979 per tonne. During the quarter, IOI gained RM61 million when it sold off a portion of its investment properties.

Despite the higher profits achieved in refining activities, the resource-based manufacturing segment recorded lower profits mainly due to fair value losses on the adoption of FRS 139. During the quarter, the total fair value losses on derivative contracts recognised was RM73 million. Prior to adoption of FRS 139, derivative financial instruments were not recognised in financial statements. With the adoption of FRS 139, derivative financial instruments are initially recognised at fair value on the date the derivative contract is entered into and are subsequently remeasured at fair value through profit or loss. The resulting gain or loss from the remeasurement is recognised in profit or loss.

Why call for removal of oil palm seed export ban?

Malaysia can be the the world's largest supplier of germinated oil palm seeds, provided that the government drops its existing gazette that bans the export of the commodity.

The government, since the 1970s, prohibits the export of oil palm seeds to ensure enough supply for local farmers as well as protect the seeds' intellectual property rights from being copied by other oil palm producers. Malaysia, however, does supply oil palm seeds to Malaysian companies overseas as well as to Honduras, Colombia, Sierra Leone, Thailand and Indonesia on a government-to-government basis.

KUALA LUMPUR, Oct 29 — The government’s new replanting scheme will target 365,000 hectares of Oil palms older than 25 years as the world’s No.2 palm Oil producer tries to lift flagging output, a top industry official said on Friday. Industry regulator the Malaysian Palm Oil Board’s (MPOB) new chairman, Shahrir Samad, said the scheme would take two to three years to complete and the government had pledged RM297 million under the 2011 budget.

The scheme is the latest initiative to boost yields in Malaysia, which has fallen behind top producer Indonesia in terms of output. An earlier industry-funded scheme to replant 200,000 hectares in 2008 in a bid to boost slumping prices was almost completed this year. I think we can easily achieve 17.5 million tonnes (in 2011) even with this new replanting scheme as there will be more young Oil palms coming into maturity,” Shahrir told Reuters in his first interview with the foreign media as MPOB chief. Shahrir’s forecast was 4.9 per cent lower than the government’s production target of 18.4 million tonnes for next year and roughly the same as his projection of 17.5 million tonnes in 2010.

MPOB lowers CPO output forecast

The Malaysian Palm Oil Board (MPOB) has lowered its crude palm oil (CPO) output forecast for this year to 17.6 million tonnes from an earlier forecast of 18.1 million tonnes, as the industry experiences lower oil extraction rates.

"Heavier-than-usual rains have disrupted harvesting and lowered palm oil extraction rates," said MPOB director-general Datuk Mohd Basri Wahid.

The revision means Malaysia's palm oil output is stagnating at 17.6 million tonnes for the third straight year, while Indonesia continues to see rising production.

Palm oil sector to generate RM4bil jobs

Association sees overseas factor making bigger impact

IPOH: The Federation of Malaysian Foundry & Engineering Industries Association (FOMFEIA) expects the palm oil sector this year to generate about RM4bil worth of jobs, compared to about RM3bil in 2009, for its members involved in manufacturing equipment and providing engineering services to the industry.

FOMFEIA president Liew Chee Ming told StarBiz that over 50% of the jobs were likely to come from overseas as land suitable for oil palm activities in the country was becoming scarce and expensive.
“Business opportunities for our members are in providing new palm oil processing machinery and engineering services to maintain their plant and equipment.

“Indonesia and Papua New Guinea are the two countries where the business opportunities for oil palm would come from this year, as vacant land are still cheap in these countries. “For example, vacant land is sold for RM8,000 to RM9,000 per acre in Malaysia, compared to between RM1,000 and RM2,000 per acre in Indonesia. “Many oil palm players from Malaysia have already gone to these two countries,” he said.
According the MPOB report, the acreage of the oil palm estate in Malaysia grew by 4.5% to 4.7million ha in 2009 from 4.4 million ha in 2008.

“In Indonesia, the acreage of oil palm estate grew to 7.1 million ha in 2009, compared to 6.8 million in 2008, a rise of about 5%. “The Indonesian government allocated recently up to 9 million ha for oil palm cultivation,” he said. About 10% of FOMFEIA’s 3,000 members manufacture equipment and provide engineering services to the palm oil industry. “In Malaysia, the production of crude palm oil is expected to increase by 3.1% to 18.1 million tonnes this year, compared to 17.56 million tonnes in 2009, according to the Malaysia Palm Oil Board recent report.

“Till June this year, Malaysia’s crude palm oil production has already reached 7.9 million tonnes,” he said.
Liew also urged the Government to allocate for infrastructure spending for its forthcoming 2011 budget to stimulate the engineering sector. “In 2004, the Government had allocated about RM10bil for infrastructure works in the country. We hope the Government would allocate a similar amount for infrastructure, as the country’s economy is still in the recovery stage,” he said.

MSHK Engineering Sdn Bhd, a leading oil palm factory turnkey contractor in the country, has invested about RM53mil in expanding its plant in Ipoh and to acquire 6,000 acres of mature oil palm plantations in Sarawak to supply fresh fruit bunches to the domestic market. Executive director C.H. Liew said the company was now eyeing new oil palm equipment markets in Papua New Guinea.

“We are now providing engineering services for several Malaysian oil palm companies operating in Indonesia. We expect our business to grow about 10% this year, despite a challenging economic climate, due to strong overseas demand for our equipment and services. About 50% of our business comes from overseas,” he said.
Meanwhile, Penang Foundry & Engineering Industries Association (PENFEIA) president Datuk Ng Chai Eng said that as there was volatility in the semiconductor equipment market, PENFEIA members involved in precision tooling activities should diversify into providing the sheet metal and machine structure fabrication services for high-tech industrial and medical equipment.

“There are a lot of opportunities in this area from China, where there are multinational corporations keen to outsource machine structure fabrication work to countries like Malaysia that can provide consistent quality work. “In this area of work, we face competition only from Thailand,” he said. Ng said PENFEIA had 200 members, and some 50% of them had already moved into the machine structure fabrication business. “To retain skilled workers, our members have recently raised wages by 15% to 20% for all their technical and engineering staff,” he said.

Why Indons replaced M'sia as top palm oil producer?

INDONESIA’S taking over Malaysia as the world’s largest crude palm oil (CPO) producer in 2006 had often been associated with the mammoth size of the oil palm planted areas.

In fact, many however failed to comprehend that it was the much increased CPO production in the ensuing years – mainly in terms of higher fresh fruit bunches yield and oil extraction rates – that significantly set Indonesia far ahead from Malaysia’s continued stagnanting CPO production. This year CPO production in Indonesia is targeted to hit 21.5 million tonnes versus Malaysia’s 17.5 million tonnes.

Within five years, the former is also targeted to produce 27 million tonnes annually while Malaysia production is still expected to linger at 17 million to 18 million tonnes. While the glaring shift in the CPO production epicentre from Malaysia to Indonesia had resulted in changes in the supply equation, some market observers now fear that Malaysian plantation stocks could also stand to lose out on its attractiveness among international investors and fund managers.

Historically, the oil palm plantation sector in Indonesia had been the domain of state-owned companies. However, the early 1990s saw many private companies entering the industry, lured by attractive margins. Now it is said that 60% of the 7 million ha total planted area is owned by private companies, of which many have been seeking listing on the Stock Exchange of Singapore (SGX) and the Jakarta Stock Exchange (JSX).

Is the worst over for Sime Darby?

Several steps are needed for a return to confidence, the first being the unvarnished truth. One of the best ways to kill the reputation of a company is to let the bad news dribble out in bits and pieces. What that does is to keep the investing public in a constant state of tension wondering what’s round the corner, bleeding confidence.

Sime Darby found out – yet again – that’s not good for the share price which tumbled in the wake of rumours that it may need to provide as much as RM2.5bil to RM3bil for its final quarter to June 30 and wiping out profits for the full year. All Sime Darby said late Thursday was that it would still be in the black when it reports its results later this month. That’s some, but scant, consolation and what anyone will read between the lines is that Sime Darby will make some provisions but not as much as the rumours envisaged it would.

So the latest guessing game in town is how much more provisions Sime Darby is going to make and for which project or projects. If those questions are not answered satisfactorily – and soon – then expect continued uncertainty in the share price and prolonged depressed valuations, especially given its recent already tumultuous history.

2. ‘Kitchen-sinking’ at Sime Darby by new CEO

PETALING JAYA: Within a mere 20 days of being in office, Sime Darby’s new chief executive Datuk Mohd Bakke Salleh has been actively carrying out a “kitchen sinking” exercise in the group to ensure that all cost overruns and questionable claims are provided for in the group’s fourth quarter results, reliable sources said.

“Since coming in, Bakke has been digging into the books, scouring the group’s past dealings. “You would only expect him to do so. “New CEOs tend to kitchen-sink to start from a clean slate,” said a source familiar with the workings of the group. Sime Darby has yet to respond to queries from StarBizWeek on this.

Bakke was appointed as acting president and group chief executive on July 15, replacing Datuk Seri Ahmad Zubir Murshid, who had earlier been asked to take a leave of absence in relation to losses stemming from Sime Darby’s engineering and utilities (E&U) division. Sources said that there were likely to be provisions to the tune of at least a RM100mil coming from projects already provided for or from a newly secured Indian project.

It is understood that in January this year, Sime Darby, together with Singapore-based Swiber Holdings Ltd, had won a contract to build offshore platforms for Oil & Natural Gas Corp in India. The deals cover engineering, procurement, construction, installation and commissioning work. Work has commenced and is expected to be completed by the second quarter of 2011. It is possible that Sime Darby had under-bid for their portion of this contract, not unlike what it is believed to have done in the other E&U projects for which it has provided for

PUTRAJAYA: The Government has always acted fairly in discussions with former workers of Ladang Bukit Jalil, Human Resources Minister Datuk Dr S. Subramaniam said.

“This has been going on for a long time and we want to resolve this issue in a fair manner, with the co-operation of the former residents and the Government,” he told a press conference yesterday to clarify reports that the Government had not done anything to help the former workers. He said the workers’ representatives had 11 rounds of discussions with the Federal Territories and Urban Well-being Ministry and Kuala Lumpur City Hall and another 16 meetings with officials from the Manpower Department.

Dr Subramaniam said the representatives had wanted to meet him on Thursday but the meeting was rescheduled to yesterday. “But they called late Thursday and said they would not be able to come for the meeting,” he added. Dr Subramaniam said a meeting involving the workers’ representatives, National Union of Plantation Workers, the Federal Territories and Urban Well-being Ministry and DBKL would be held next week. He said each of the former workers had been offered a RM35,000 low-cost unit flat with a RM2,000 rebate and relocation expenses of RM1,000.

He said the workers’ representatives had met him on Aug 3 requesting his assistance to stop the demolition work by DBKL, adding that he had spoken to Prime Minister Datuk Seri Najib Tun Razak, Deputy Prime Minister Tan Sri Muhyiddin Yassin and Federal Territories and Urban Well-being Minister Datuk Raja Nong Chik Raja Zainal Abidin to postpone it. Dr Subramaniam said the workers’ representatives had requested for an official letter on the offer for the houses and it had been given to them.

On a question that workers wanted low-cost houses instead of flats, he said it was not feasible for houses to be built in major towns.

Kota Kinabalu: Forty-five juvenile humphead wrasse - one of the most desirable fish in the world because of its delicious flavour and texture - were released to various reefs in Tunku Abdul Rahman Park Friday morning, aimed at restocking its rapidly declining wild population in Sabah.

Wildly over-fished, the humphead wrasse was one of the first fish to be listed as "endangered species" under IUCN in 2004.

The latest releases were excess tails bought from cage live reef fish traders around Sabah under a "buy back" programme funded by USAID Coral Triangle Support Partnership that include the Department of Fisheries Sabah, Sabah Parks, UMS and WWF.

BANGKOK, July 22 — Thailand, the world’s biggest producer and exporter of rubber, is expanding its cultivation with a further 128,000 hectares of plantations from next year, a deputy agriculture minister said today.

“The plan has already been approved by the Cabinet. We are now at the stage of preparing the rubber saplings and we expect to start planting early next year,” Supachai Phosu told Reuters. Rubber trees take five to seven years to mature and so could start producing latex in 2017, he said.

The Agriculture Ministry also planned to raise the tax on rubber exports, setting progressive rates that rise in line with rubber prices, he said. “The plan will be submitted for Cabinet approval next week and we expect to implement the new rates by October,” he said. The current rubber export tax is set at a fixed rate of 1.40 baht (14 sen) per kg. — Reuters

Foreign workers in oil palm sector to get another five years

KUALA LUMPUR: Foreign workers who have been employed in the oil palm plantation sector for five years will be allowed to have their permits renewed for another five years to overcome the issue of labour shortage, said Tan Sri Muhyiddin Yassin.

The Deputy Prime Minister said the Government was concerned over this problem. “The Government is aware that if drastic early measures are not taken, it would jeopardise the productivity and competitiveness of this sub-sector,” he said in a statement here yesterday. Muhyiddin added that plantation was still one of the sectors in the country which was labour-intensive and the lack of participation among the locals had caused it to employ many foreign workers.

According to research conducted by a few agencies under the Plantation Industries and Commodities Ministry last year, the number of foreigners working in the plantation sector was 520,449 people or 52% of its total workforce. — Bernama

POOR Datuk Seri Ahmad Zubir Murshid, I sympathise with his present predicament. He was not the first executive of Sime Darby Bhd to be mired in circumstances which went beyond his control - the force of historical circumstances which dated back to November 1976.

All these began on January 2 1972 when I proposed to a high government official that Malaysia would be well-placed to have a conglomerate of its own at the inception of the New Economic Policy (NEP) conceptualised by the team led by the Father of Development, Tun Abdul Razak, a statesman.

NCIA, Hannan to set up aquaculture farm in Kerian

THE Northern Corridor Implementation Authority (NCIA) and Hannan Corp Sdn Bhd will set up a RM150 million aquaculture complex in Selinsing in Kerian district, Perak, which will have a capacity to produce some 14,400 tonnes of seafood per year.

The project involves a 760 site, which would have a feedmill, lab and processing factory. The project would take off in six months and the first production is expected next year. It would be implemented based on a contract-farming system, where locals, including graduates and fishermen, would be trained as aquapreneurs and the Japanese partner, Misaki Suisan Co Ltd, would buy back the produce.

"The project is not solely for profit but an effort by the state government to eradicate poverty and also provide employment and upgrade the social economic status of the residents," Perak Menteri Besar Datuk Seri Dr Zambry Abd Kadir said. He was speaking to reporters after witnessing the signing ceremony of the memorandum of understanding between NCIA and Hannan Corp in Ipoh yesterday.

NCIA was represented by its chief executive Datuk Redza Rafiq, while director Amir Ihsan Abd Salam signed on behalf of Hannan Corp. Misaki had entered an agreement with Hannan Corp to assist in training programmes in aquaculture as well as in purchasing the prawns. Each aquapreneur would be allocated five ponds and each pond is expected to produce 10 tonnes of seafood with three production cycles a year.

The project would also provide employment to 1,000 people as technicians, workers in hatchery, processing factory and related jobs. The prawns would be for local consumption and export. Sime probe should be made group-wide

A popular line in the corporate world is that about 75 to 80 per cent of all mergers fail. Should Sime Darby Bhd (4197) be in that statistic? The short answer should be no. But undoubtedly the revelation of almost RM1 billion in losses would not help its cause.

The RM964 million hit is enough to almost wipe out its entire first-half net profit of RM1.11 billion and it could hurt its dividend payout for the year to June 30 2010. Another damage is likely to be its market value. As at May 12, the group was worth RM51.9 billion, making it the country's second most valuable listed company. It is also quite close to the leader Malayan Banking Bhd, which has a market value of RM53.8 billion.

Its reputation as a major conglomerate would also take a hit as Sime was one of the poster boys of the country's plan to reform its government-linked companies (GLCs). The group is a combination of three listed groups, the so-called mega merger, of Kumpulan Guthrie Bhd, Golden Hope Plantations Bhd and the former smaller Sime Darby. In fact, Sime could claim to be ahead of its GLC siblings in the race to become a regional champion by 2010 as per the GLC transformation schedule. In 2009, more than two-thirds of its revenue came from abroad.

Founded in 1910, the group employs more than 100,000 people in over 20 countries. So far, what we know now is that there have been questionable decisions related to corporate governance and these mistakes, which are being probed into, would lead to a big hit in its finances. The probe is centred in its energy and utilities division. The board started to probe one project but more questions surfaced on two others.

But the board doesn't plan to initiate a group-wide probe. This is rather unfortunate because minority shareholders would probably be concerned that if corporate governance was poorly exercised in one division, what about the four other core businesses? Sime makes most of its money from its plantation business but it also has interests in property, motors, industrial equipment and healthcare.

The board should establish that it has nothing to worry about from all its other businesses. It has already hired six outside consultants of legal firms and auditors, so it could ask them to expand their checks. Sime chairman Tun Musa Hitam said there was no basis to check other divisions because there is no basis to do so. In other words, no alarm has been raised. But using a simple analogy, if a room in our house catches fire, we would put it out and check the rest of the house because the same thing could also happen in other rooms.

Datuk Seri Ahmad Zubir Murshid has now paid the price because the losses came under his watch as group chief executive. But what about the board? There are those who are drawing a parallel to what happened at Maybank and how the lender's board have changed since reporting losses from the purchase of its Indonesian bank. The board is the ultimate caretaker of a company as it work to protect the interests of shareholders. This means that they are also responsible. At the very least, the directors need to offer their resignation.

Swiftlet farming firm raided

KUALA LUMPUR: A swiftlet farming company in Kulim, Kedah, was raided by the Companies Commission of Malaysia for allegedly offering the public high investment returns in a swiftlet farming scheme.

The company has been claiming that it can offer investors up to 80% share of the sales proceeds if a person invested anything from RM4,000 to RM400,000. The company’s modus operandi is to engage the public in a swiftlet farming investment scheme, the commission said in a statement.

The commission is investigating the company under Section 84(1) and Section 91(1) of the Companies Act, for allegedly running an investment scheme without the prior approval of the Registrar of Companies. “We will continue to monitor all companies offering interest schemes to the public to protect the interest of the people,” the statement added.

THE Companies Commission of Malaysia (SSM) has raided the business premises of Aeroswift Consultancy Sdn Bhd, which is suspected of offering the public investment opportunity in swiftlet farming with promises of huge returns. In a statement issued yesterday, SSM said the Kulim-based firm would claim it will manage and farm the swiftlets to obtain bird nests, which will be sold and shared at a ratio of 20:80 for the company and investor respectively.

It invites the public to invest up to RM400,000 and promised gross sales of RM120,000 a month and has been under surveillance prior to the raid.

Oil palm planters believe that Tun Dr Mahathir Mohamad and Tun Dr Lim Keng Yaik can outsmart, outdebate and outtalk all these NGOs who are spreading lies about oil palm planting.

Oil palm planters want the government to appoint Tun Dr Mahathir Mohamad and Tun Dr Lim Keng Yaik as special envoys of the industry to help counter unfounded allegations against the commodity. Earlier this week, planters from Malaysia and Indonesia, the world's top two palm oil producers, formed a coalition to deal with intensifying opposition.

Fierce rivalry from competing vegetable oils grown in Europe and North America has seen some underhanded tactics being adopted by developed nations to curb the growth of the palm oil trade. Well-funded activist groups like Greenpeace, Friends of the Earth and Rainforest Action Network from Europe and North America and their affiliates in Malaysia and Indonesia blame the planters for destroying forests and decimating the orang utan population.

"Dr M and Keng Yaik are both sharp and articulate. They can outsmart, outdebate and outtalk all these NGOs who are spreading lies about oil palm planting," Incorporated Society of Planters chairman Daud Amatzin said. Daud is also the executive director of Felda Plantations Sdn Bhd. Dr Mahathir was Prime Minister for 22 years until 2003. Dr Lim was Primary Industries Minister from 1986 to 2004 and Energy, Water and Communications Minister from 2004 to 2008.

Although both Dr Mahathir and Dr Lim have long retired from government service, they continue to participate actively in public lectures and gatherings.

Indonesian and Malaysian oil palm growers are meeting in Kuching, Sarawak, today to come out with strategies which they hope can counter their critics’ arguments.

Disgruntled oil palm growers in Indonesia are meeting up with some of their Malaysian counterparts in Kuching, Sarawak, today to put together strategies which they hope can counter their critics’ arguments. Environment impact, carbon emissions, biodiversity, land use rights are but some of the issues. There have been several hints of a new or alternative certification for their golden produce.

This is to counter the “criteria-heavy” certification process they are subjected to under the Roundtable on Sustainable Palm Oil (RSPO) principles and criteria in order to ship to Europe. The stringent demands from the European Union (EU) have burdened Indonesia and Malaysia, which make up over 85 per cent of world production.

The Indonesians are more vehement in this regard and, last week, its director-general of plantation crops at its agriculture ministry, Achmad Manggabarani, spoke of plans (by the government) to issue Indonesian Sustainable Palm Oil (ISPO) certification to cover production from field to factory. And, he expects it to be out this year. One cannot blame them, considering that only three out of 11 Indonesian growers have received the RSPO certification to date.

RUBBER has equal strategic importance as palm oil to Malaysia. Its cultivation is no longer for latex alone but other purposes, leading to the establishment of a multi-billion ringgit integrated rubber industry.

The growing versatility of the crop – from latex for tyre and glove manufacturing to rubberwood for furniture making – has driven Malaysia to activate its replanting programmes and allocate more funds to beef up existing rubber growing zones in Peninsular Malaysia. It has also lead to the opening of new and larger planting hectarage in Sabah and Sarawak, totalling 30,000ha under the Ninth Malaysia Plan. Sarawak has about 1.5 million ha and Sabah about 400,000ha available for rubber cultivation.

In fact, Sabah and Sarawak are seen as vital new rubber growing zones to boost Malaysia’s dwindling natural rubber output which had dipped to 1.13 million tonnes in 2008 from 1.2 million tonnes in 2007. Both states were targeted to add another 35,000 tonnes a year to the current total production of 101,000 tonnes. Having said that, some quarters feel that active replanting and opening up of new hectarage for rubber are not the only answers to address the dwindling natural rubber production issue.

To ensure resilience in the sector, rubber planters including smallholders will need to be exposed to new varieties and clones; infrastructure in the remote planting areas should be improved; and changes made in the agriculture management practices and policies. The current climate change, for example, has a big impact on the growth of rubber trees. This development warrants reviewing some of the existing rubber zones in the peninsula. One suggestion could be for all “traditional” rubber zones with lacklustre yields to be remodelled via adaptive management using suitable species and clones.

Throughout the years, the Malaysian Rubber Board (MRB) via the Rubber Research Institute has been diligently producing high quality timber latex clones such as the RRIM 900 series, RRIM 2000 series and the latest RRIM 3000 series, that have resulted in high-yielding latex and bigger girth trunks for timber production. Another important factor is to seriously consider advanced research in soil conservation, water storage and management. This will help promote low tillage and maintenance of permanent soil cover that increases the soil organic matter and reduces the impact from drought, flooding, erosion or heavy rain.

In addition, there should be an efficient fertiliser programme, particularly among smallholders, which contribute about 94% of the country’s total rubber production. Smallholders are often perceived as inefficient given their low crop yield due to the lack of good agriculture practices as well as improper management skills.

On average, rubber smallholders produce about 1,100kg of latex per hectare a year compared with a potential production of about 2,500kg. The current average crude palm oil production among smallholders is about 10 to 15 tonnes per hectare a year versus a potential yield of 20 to 30 tonnes.

KUCHING: Oil palm plantations and timber processing mills in Sarawak have been asked to raise the basic salaries of Indonesian workers by at least 20 percent. Indonesian authorities made the request during a meeting in Bali last week to discuss ways to meet the demand for Indonesian workers by Malaysian companies.

Indonesian Consul in Sarawak Rafail Walangitan said Sarawak plantation companies were asked to increase the daily wages of Indonesian plantation workers to between RM19 and RM22 from RM14 and RM18 presently. “We have also asked timber mills to raise the daily pay of Indonesian workers to RM12 from the present RM10 as the wages have remained unchanged for the past 10 to 20 years,” he told The Star yesterday. Rafail said Indonesian workers were no longer keen to work in Sarawak for low wages due to the rising cost of living.

“Some Indonesians prefer to work in Sabah and peninsular Malaysia as employers there pay more.” Sabah plantation companies are reportedly hiring Indonesian workers for between RM22 and RM25 a day while their peninsula counterparts are employing them for between RM24 and RM25 a day. Some plantations pay their foreign workers based on productivity. About 30 out of the 75 Malaysian companies attending the three-day meeting in Bali were from Sarawak.

It was organised by the National Board for the Placement and Protection of Indonesian Overseas Workers and Indonesian Consulate General in Kuching. Rafail said most of the Sarawak companies at the meeting responded positively to the request for salary revision although some of them said they needed time to adjust their wages. “While we try to lend a helping hand to resolve the severe labour shortage of Sarawak companies, we need to help Indonesians earn decent salaries for a decent living.”

According to Rafail, about 60% of the more than 200,000 Indonesian workers in Sarawak were employed by oil palm estates, 25% by timber processing mills and 15% by the construction and other sectors. There are some 400,000 and 600,000 Indonesian workers in these sectors in Sabah and the peninsula. Rafail said the Indonesian authorities preferred Sarawak companies to deal directly with Indonesian employment agencies instead of using third parties as it would save them money.

KUCHING: DLT Institute plans to set up processing facilities in Sarawak’s major towns to extract oil from jatropha seeds collected from farmers. Founding director and principal consultant Dr Elli Luhat said a press mill would be built in Kuching, Sibu and Miri each.

“We now collect between 5 million and 10 million tonnes of seeds a month from farmers and we pay them RM500 a tonne. Dr Elli Luhat showing jatropha superbulk seeds at the launch of the foundation in Kuching yesterday. “Singapore buyers are paying S$700 per tonne for the seeds,’’ he told reporters at the launch of DLT Institute Seed Foundation at Taman Satria Jaya here yesterday. The foundation acts as a seed bank with initial stocks of 10 million jatropha seeds and 50,000 gaharu (agarwood) seeds, which will be supplied to farmers.

The Institute’s investment arm, DLT Plantations Sdn Bhd, is involved in the cultivation of jatropha, also known as a biofuel plant as its oil is the main feedstock for the production of bio-diesel. The jatropha superbulk seed is a variety developed by Luhat after several years of research on the premium crop. Initially, he sourced the jatropha seeds from Nicaragua.

Luhat, a PhD holder in forestry, said three companies from Japan and South Korea were keen to import jatropha seeds from his company but it was unable to deliver the volume they required. He said crude jatropha oil (CJO) fetched between US$650 and US$800 in the international market, which was higher than the prices of crude palm oil (CPO).

“We are supplying free jatropha superbulk seeds to farmers for planting but they must sell back to us the fruits (seeds) they produce. “There are now some 3,000 farmers registered with the DLT Institute and using superbulk seeds for their plantings. We provide them training. Our jatropha trees start to bear fruit 3½ months after planting. The trees will be at the most productive after reaching three years,’’ he added.

Luhat said an acre planted with 1,000 jatropha trees could produce about 3.6 tonnes of dry seeds a year. From the results of recent researches, growers have been recommended to plant up to 4,000 trees an acre to increase productivity and yields.

With an oil contents of betweeen 38% and 42%, 3 kg of jatropha seeds are required to produce 1 litre of oil. “My dream is to make Sarawak a big producer in jatropha,’’ said Luhat, who presented a paper during the World Summit on Jatropha in Kuala Lumpur two years ago.

The former forester with the state forest department is promoting the development of smart-farming industry based on the cultivation of jatropha and gaharu trees and the breeding of the empurau, Sarawak’s most expensive fish.

PETALING JAYA: The palm oil sector will be able to match the New Economic Model’s (NEM) major goals of high income, sustainability and inclusiveness, industry players said.

Therefore, it was no big surprise when the Government inserted an appendix in its newly released NEM report on how the development of the industry can help achieve the NEM’s sustainability goal. Last year, Malaysia’s palm oil production stood at 17.7 million tonnes, with a total of about 4.69 million ha.

Palm oil contributed about 3.2% to the country’s real gross domestic product (GDP) in 2008. Exports in 2009 rose to RM38.5bil, capturing about 7% of total exports. In comparing the palm oil sector to the electrical and electronics (E&E) sector, the National Economic Action Council (NEAC) has estimated that unless the E&E sector is dramatically upgraded, the palm oil sector could become a larger component than E&E in GDP contribution, rising in nominal terms to 12.2% of GDP by 2020.

In terms of high income, industry calculations suggest that the sector’s share of real GDP can grow to 7.6% by 2020 if the value-added gains from efficiency and innovation can be realised. Palm oil exports could also grow by 7% per annum to RM84bil by 2020, and probably more if new oil palm products and services can be successfully marketed.

The sector employs 590,000 direct workers versus 316,956 in the E&E sector.

BALING: A 25-year-old rubber tapper received 36 stitches for deep cuts on the back, hands and legs after he was gored by a wild boar in Kampung Besah here on Sunday.

Mohd Zubir Demat's brother, Zakaria, 34, was not spared in the attack after he went to his brother's rescue in the 7am incident. Zubir was tapping alone when the animal attacked him. Zakaria, who was tapping nearby, heard his brother's cries and went to help but the animal turned on him instead.

Both men then rushed to Baling Hospital and received outpatient treatment.

PETALING JAYA: Sarawak oil palm plantation companies are currently battling increasing cost of production (COP), which is about 1.5 to two times higher than what their counterparts in Peninsular Malaysia face, industry players said.

The average COP among efficient oil palm plantation players in the peninsula is RM1,100 to RM1,200 per tonne, while that of new and smaller planters could be above RM1,900 a tonne. The COP covers upkeep or cultivation expenses, fertiliser application, harvesting, transportation, other estate charges and labour costs.

Sarawak planters, as new entrants to oil palm cultivation, have the most challenging task because many are planting on peat land unlike their peninsula and Sabah counterparts, which plant on mineral soil.
Based on Malaysia Palm Oil Board’s (MPOB) data, the total area planted with oil palm in Sarawak is 750,000ha, of which more than 50%, or about 400,000ha, is peat land.

PUTRAJAYA: Three government agencies involved in the agriculture sector are pooling their resources to reduce wastage and maximise output. The three -- Felda, Felcra and Risda -- signed a memorandum of understanding to formalise their cooperation in a ceremony witnessed by Prime Minister Datuk Seri Najib Razak here yesterday.

The idea for the three entities to strategise their activities and maximise output was mooted by Najib in last year's budget. Rural and Regional Development Minister Datuk Seri Mohd Shafie Apdal said the memorandum would result in the cooperation of the three agencies in areas like the processing and transportation of produce, and production of fertilisers for their plantations.

"This cooperation will see the three organisations sharing their experiences and knowledge in agriculture production. "It will help the three synergise their resources and reduce wastage. It will also result in a staff exchange programme among the agencies," Shafie said in his speech before the signing ceremony.

Felda, Felcra and Risda have also agreed to the formation of a consortium called Synergy Perdana with a paid-up capital of RM300 million to look at ways to improve production and market the three agencies' produce. Shafie said for starters, Synergy Perdana would be looking at producing fertilisers. He said using fertilisers sourced from a common supplier would help the agencies manage cost, if not reduce it.

KUALA LUMPUR: Consumer goods giant Unilever has told dealers not to source palm oil from Indonesian planter Duta Palma on concerns over rainforest destruction, an Indonesian industry official said yesterday.

Unilever, the world’s top palm oil buyer, blacklisted Duta Palma just two months after it halted a US$33mil supply contract with Indonesia’s largest producer, PT SMART. Green campaigners and consumers have turned up the heat on European firms such as Unilever, saying these companies’ palm oil suppliers are responsible for deforestation and peatland clearence that can speed up climate change.

Derom Bangun, vice-chairman of the Indonesian Palm Oil Board, told Reuters by telephone that Unilever did not have a supply contract with Duta Palma to begin with but was “safeguarding their supply mechanisms” following a BBC documentary that showed footage of Duta Palma staff clearing rainforests for oil palm estates that produce the vegetable oil used in Unilever products. — Reuters

Taktik Rompakan Di Lebuhraya Guna Telur Ayam!

(Sekadar peringatan buat kita semua, supaya sentiasa berhati-hati walau di mana kita berada.)

Kisah ni terjadi sewaktu member kepada member aku ni, Mat Hassan (bukan nama sebenar) sedang memandu di Lebuhraya Kesas dekat Plaza Tol Puchong menuju ke Kajang 23 Disember 2007 lalu lebih kurang jam 11 malam.

Dia bersama isterinya Tipah (juga bukan nama sebenar), pulang dari makan malam di rumah adiknya di Bandar Sunway. Kemudian, sebuah motosikal memotongnya. Si pembonceng tiba-tiba melempar dua biji telur ayam ke arah cermin hadapan (windscreen) kereta Mat Hassan. Habis kotor cermin tu, sampai susah nak tengok depan.

Mat Hassan yang terus ter-refleks, tariklah spray wiper. Apalagi terus hilang pandangan hadapan! Langsung tak nampak apa-apa. Mana taknya, telur tu bila diratakan dengan bilah wiper, makin memutih la kat atas cermin tu dengan sebati dan sekata lagi....

Terus Mat Hassan berhenti mengejut di lorong kecemasan. Dia pun keluar dari kereta, lap kesan telur tadi. Tipah pulak cemas je dalam kereta. Tiba-tiba sebuah Proton Satria berhenti belakang kereta Mat Hassan.
3 orang lelaki sasa keluar dari kereta terus meluru ke arah Mat Hassan dengan pedang Samurai sebilah seorang sambil menempik menyuruh diorang serah diri - bagi kunci kereta, wallet, dan handset.

Nasib baik laa, nak dijadikan cerita, Mat Hassan ni polis. Polis apa, aku pun tak tau (member aku tak citer pun). Terus dia keluarkan revolver dia dan melepaskan 2 das tembakan kecemasan amaran ke udara. 3 lelaki tadi terus lari lintang pukang, melompat masuk macam orang gila, ke dalam kereta dan terus blah, dengan lajunya, dengan tak bagi isyaratnya...

Mat Hassan pun terus call bantuan, dan mereka akhirnya selamat. Kesan telur pecah jer tak sempat nak lap lagi. Modus operandi sebegini sebenarnya dah banyak digunapakai di lebuhraya. Mangsa yang dituju biasanya golongan perempuan - lebih lagi yang bawak anak kecil kat belakang.

Jadi, tolonglah kita sama-sama kena ingat. Bila perkara sebegini berlaku kepada anda, pastikan:

1. Jangan sesekali tarik spray wiper;
2. Teruskan memandu dengan apa jua keadaan pun, ke mana-mana stesen
minyak, balai polis, 7-Eleven, atau mana sahaja tempat tumpuan orang ramai.

Tolong pesan sekali kepada semua ahli keluarga, sedara mara dan rakan-rakan Pandulah dengan selamat, wallahu a'lam. Kadang-kadang bila kita dengar banyak cerita macam ni, kita akan jadi lebih berhati-hati. . Bila perkara yang seumpama ini berlaku pada kita, kita akan jadi lebih alert dan tindakan kita akan jadi lebih proaktif dan berkesan.

PETALING JAYA: A mechanical engineer had RM200 literally “washed away” when the print on his new RM50 notes disappeared after he accidentally left his wallet in the laundry.

Yeoh Jit Shiong, 25, was shocked to find that the damaged notes were almost unrecognisable on Saturday evening. What remained were the security threads and watermarks.

Faded notes: The four new RM50 notes that were decolourised after they were left in the washing machine by mistake. “The printing was completely washed off, including the serial number. “What’s surprising is that an old RM50 note that got washed along with the new notes wasn’t damaged at all,” said Yeoh.

“If an old RM50 note can withstand being in a washing machine, why not the new RM50 note, which is supposed to be an improved, upgraded version?” he asked.

Yeoh had withdrawn RM300 in RM50 notes from an ATM in USJ earlier in the day. He said the notes from the ATM were new and genuine. “I used RM50 to pay the cashier at a petrol station, who validated it with a bank-note detector. “With the serial numbers washed off, how am I going to take the notes back to the bank for an exchange?”

SETIU: A Bangladeshi worker was killed and two colleagues critically injured when a bio-gas tank at a Felda palm oil refinery exploded yesterday.

The three were employees of Kuala Lumpur-based engineering company Green and Smart Sdn Bhd, and were sent to the Felda Palm Industries Sdn Bhd refinery in Chalok, near here, to conduct maintenance works. District police chief Deputy Superintendent Shaikh Othman Abdul Hamid said the 11.30am explosion killed the man, only known as Rabihul, instantly.

The other two, believed to be Malaysians who have so far been identified only as Ah Long and Mansor, suffered between 30 and 90 per cent burns. Shaikh Osman said the explosion was so powerful that it flung all three men some 10m into the air. "Rabihul landed on a fence nearby and died instantly while Ah Long fell heavily on the ground."

Mansor, meanwhile, landed inside the tank. Refinery workers pulled him out shortly after. The injured were sent to Setiu Hospital before being transferred to the Sultanah Zaharah Hospital. Factory manager Wan Mohammad Wan Yusof was also sent to Setiu Hospital after he fainted upon seeing Rabihul's body impaled on the fence, workers said.

Firemen, who rushed to the factory fearing a major blaze, found that no fire had begun following the explosion. However, they were investigating the incident in detail. Shaik Othman said police were also investigating but have ruled out foul play. "We are waiting for the report from the district Fire and Rescue Department before completing our investigations. The victim's death has been classified as sudden death." This was the first such incident at the factory in its 19 years of operations.

State Health director Dr Nurdiyanah Hassan said the injured victims were now being treated at the hospital's intensive care unit. "We have burn injury specialists still assessing their conditions at the moment." Rabihul's body was sent for post-mortem and has yet to be claimed.

Plantation workers' wage fight goes to court

KUALA LUMPUR: The dispute over wages and terms and conditions of employment between the Malayan Agriculture Association and National Union of Plantation Workers will be decided in court. This followed the collapse of their 2008-2011 collective agreement negotiation last year.

Union executive secretary A. Navamukundan said the matter was conciliated by the director-general of the Industrial Relations Department and the Human Resources Minister, but a settlement was not possible."The Minister then referred the matter to the Industrial Court," he said.

Hearing on the dispute was fixed for two days since yesterday. A. Ramadas is appearing for the association while Ragunath Kesavan is representing the union. Industrial Court chairman Amelia Tee Hong Geok Abdullah and two panel members last month went on a field visit to the West Estate in Carey Island, Klang.

The collective agreement will decide the benefits of 75,000 plantation workers nationwide like palm oil mill workers, supervisors and loaders. The union, in its proposal, is seeking reforms in the payment system and a quantum of increase that reflected a "living wage" that the government is promoting.

The association, meanwhile, said its salary adjustment and other benefits were based on prevailing economic conditions.

Telekom Malaysia Bhd (TM) is expected to deliver its high speed broadband (HSBB) in some areas even if it is for trials. Equally interesting will be Maxis Communications Bhd’s entry, or re-entry to some people, into the fixed broadband market in a way that may surprise many.

Time dotCom Bhd (TDC) – a company many say is history – will re-emerge while YTL Communications Bhd, which has been grossly overselling its WiMAX 4G idea, wants to “sizzle” the market with a grand entry in July.

Blast a lesson on occupational safety, says Lam Thye

PETALING JAYA: The gas explosion in a Malacca mall which killed one person and injured 16 others could have been avoided if all safety measures had been adhered to, said National Institute of Occupational Safety and Health (NIOSH) chairman Tan Sri Lee Lam Thye.

Regarding it as yet another lapse in the practice of occupational safety and health at the workplace, Lee said it was sad that such incidents continued to happen.

“Lives could have been saved if people did not regard safety at workplaces as a light matter and again, this should be a lesson for all quarters,” he said here yesterday.

Lee said a comprehensive occupational safety and health management system implemented at workplaces should include elements of hazard identification and risk assessment and control, especially for those vulnerable to such dangers.

“By right, hazard identification and risk assessment should be conducted before work starts at a site,” he pointed out. Lee added that it was time for workplace safety to be taken seriously.

The explosion ripped a two-metre wide hole in the wall of the soon-to-open complex and killed Old Town White Coffee supervisor Tiau See Peing, who suffered a neck wound caused by flying debris

Malaysia-Indonesia should speak in one voice in defending anti-palm oil campaign.

Malaysia should not be alone in battling the anti-palm oil smear campaign, mounted by European activists and non-government organisations (NGOs), former Malaysian prime minister Dr Mahathir Mohamad said Tuesday.

“Indonesia is also a leading oil palm producer. If both countries can join forces and speak out in one voice, it will be more effective,” he said in his keynote address at the Malaysia-Indonesia Economic Seminar 2009.

Dr Mahathir said the positive outcome would not only benefit Malaysia but Indonesia and other major palm oil producers.

I just wanted to bring to your attention, that Hepatitis B and C are life-threatening viruses. Hepatitis C spreads from blood-to-blood contact. Even having a haircut at a barber's shop might get you infected.Electrical clippers, scissors or sometimes unchanged razors used on a person might nick someone with the virus, and the unsterilised tools used on another patron.

Studies have suggested that the Hepatitis C virus can live outside of the body in dried blood for four days!In United States it is a government requirement for barbers to disinfect their scissors, comb and electrical clippers after cutting each client's hair.In barbershops in the US, they usually keep a jar of 'barbicide' (a disinfectant manufatured by King Research) to disinfect tools. A client can request that all equipment be disinfected prior to getting a cut.

In Malaysia, however, there is no control of disinfecting the hair clippers, scissors or combs. A barber could unintentionally be infecting someone with Hepatitis C.Sometimes the virus can also spread at dental clinics, if the equipment has not been sterilised.There need to be an awareness among the public, health ministry and the barbers to prevent the spread of hepatitis C virus and to put up signboards outside barber shops.Patrons need to be taught to request the barber to disinfect their equipment. At the same time the Health Ministry should take better control of the situation.

Most N95 respirators are designed to filter 95% particulates of 0.3µ, while the size of H1N1 virus is about 0.1µ. Hence, dependence on N95 to protect against H1N1 is like protecting against rain with an umbrella made of mosquito net.Tamiflu does not kill but prevents H1N1 from further proliferation.

H1N1, like other Influenza A viruses, only infects the upper respiratory tracts and proliferates (only) there.. The only portals of entry are the nostrils and mouth/ throat. In a global epidemic of this nature, it's almost impossible not coming into contact with H1N1 in spite of all precautions. Contact with H1N1 is not the problem but proliferation is.

While you are still healthy and not showing any symptoms of H1N1 infection, in order to prevent proliferation, aggravation of symptoms and development of secondary infections, some very simple steps - not fully highlighted in most official communications - can be practised (instead of focusing on how to stock N95 or Tamiflu):

1. Hand-washing (well highlighted in all official communications)

2. "Hands-off-the-face" approach. Resist all temptations to touch any part of face (unless you want to eat, bathe or slap).

3. Gargle twice a day with warm salt water (use Listerine if you don't trust salt). H1N1 takes 2-3 days after initial infection in the throat to proliferate and show characteristic symptoms. Simple gargling prevents proliferation. In a way, gargling with salt water has the same effect on a healthy individual that Tamiflu has on an infected one. Don't underestimate this simple, inexpensive and powerful preventative method.

4. Similar to 3 above, clean your nostrils at least once every day with warm salt water. Not everybody may be good at Sutra Neti (a very good Yoga asana to clean the nasal cavities), but blowing the nose hard once a day and swabbing both nostrils with cotton buds dipped in warm salt water is very effective in bringing down viral population.

CBIP mulls power supply to rural areas via palm oil mills

Palm oil mills can use biomass and biogas to generate electricity and contribute to the national grid, says CB Industrial Product’s managing director. CB Industrial Product Holding Bhd (CBIP) (7076), known for its automated Modipalm mills and organic fertiliser plants, is looking to build renewable energy plants to power up rural villages surrounding oil palm estates.

With almost 30 years of experience in building palm oil mills, CBIP has evolved to be a niche mechanical engineer that offers green technology at affordable rates in the oil palm industry. “Palm oil mills are more or less self-sufficient now. From being a consumer, mills can use biomass and biogas to generate electricity and contribute to the national grid,” managing director Lim Chai Beng told Business Times in an interview in Shah Alam, Selangor.

Lim said the next step in the right direction is to find ways to generate electricity more efficiently and lower the cost of hooking up to the national grid so that rural villages within 5km from the mill can enjoy continuous power supply.Asked how soon this renewable energy plant initiative can materialise, Lim said much will depend on incentives to be offered by the government to oil palm estate owners. “Right now, the return on investment is not worthwhile. There has to be some incentives from the government.”

On CBIP’s core business, Lim said oil palm planters have everything to gain to upgrade their conventional mill to an automated Modipalm. “A Modipalm is compact. It takes up less space, fuel and labour; produces more and better quality oil; and is kinder to the environment,” he said. At a Modipalm mill, there is no need for tractors and hydraulic skid-steer loaders or wire-rope winches to move the fruit-cages around. There is also no need for monorail hoists to lift the cages to the threshing machine.

This means less machinery to maintain and, in two shifts, the Modipalm mill only need 25 workers or half the staff strength to operate a conventional 40-tonne mill processing 200,000 tonnes of fresh fruit bunches in a year. Also, since mill owners need not invest in that many tractors, there is savings on diesel and tyres. In the Modipalm continuous sterilisation process, fruit bunches are split using a double-roller bunch splitter for effective air-removal and steam penetration. Low pressure steam is used throughout the whole process.

Since Modipalm does not have any high-pressure cookers, it is not subjected to annual shutdown for inspection and certification by the Department of Occupational Safety and Health, thus, reducing maintenance cost and downtime in the mill. Lim estimates that the annual savings a planter stands to enjoy from a Modipalm mill are some RM700,000. “Less workers also means less houses to be built on the plantation. So, you see, it is worthwhile to invest in a Modipalm mill,” he said.

On better quality oil, Lim explained that since there is less oxygen in the low-pressure sterilisation chamber, the oil in the fruits is subject to less oxidation. “Refiners welcome this kind of oil quality as it is more cost- effective to process into cooking oil and oleochemicals,” he said.
The oxidative status of crude palm oil is measured by its deterioration of bleachability index (dobi), and the minimum level must be above 2.3. Lim said that the dobi value of the crude palm oil extracted from a Modipalm mill is above 3.

With a 15-year patent registered in Malaysia and Indonesia, CBIP enjoys exclusive rights to supply Modipalm mills until 2019. Its major clients include Felda, Sime Darby Bhd, Sarawak Oil Palms Bhd, Tradewinds Plantation Bhd, TH Plantation Bhd and United Plantations Bhd. In Indonesia, CBIP counts Sinar Mas Group, Wilmar International Ltd and Astra Agro Lestari Group as its clients. CBIP has also built Modipalm mills for Cargill Asia Pacific and Ramu Sugar Plantation in Papua New Guinea.

CBIP uses flat steel and U-shaped beams to build Modipalm mills. It buys these raw materials from local manufacturer Megasteel Sdn Bhd. High pressured parts made from higher quality steel are imported from Japan and Europe. Asked if the change in government policy from August 1 2009 that requires Certificate of Approval on imported steel will have an adverse effect on CBIP business, Lim said: “For now, we see marginal impact as we source the bulk of our flat steel and U-shaped beams locally.” “We’re actually more concerned about the strength of the US dollar and palm oil prices in the commodities market,” he added.

ULU REJANG: The Government is concerned that the establishment of oil palm plantations in what were once logging territories in interior Sarawak could see foreign workers dumping their local “wives” and children when they return home. “This is a going to be a big problem that we foresee because based on current statistics, there are many plantations in Sarawak that have already employed thousands of foreign workers who are single men.

“Out of every 1,000 workers in the plantations now, only 30 are native Sarawakians. The rest are from Indonesia and other countries,” said Deputy Home Minister Jelaing Mersat. “If these foreign workers are here for a few years, there is a great possibility they will ‘marry’ native girls.

Also with him were Dewan Rakyat Speaker Tan Sri Pandikar Amin Mulia, Ulu Rejang MP Datuk Billy Abit Joo and a delegation of 16 MPs from the Barisan Nasional Backbenchers Club who visited interior central Sarawak last Tuesday to Friday.

Mersat visited a National Registration Department mobile team which had gone to seven settlements to register stateless Penans and other natives. The deputy minister urged local community leaders and state assemblymen and MPs to go to the ground to warn the natives folks against getting into relationships with foreign workers.

“They are here to work on a temporary basis only and they must then leave the country.
“Getting married to them and having children with them will create life-long dilemmas that even the Government will find hard to resolve,” he said. He urged plantation companies who hired foreign workers to warn them of the same. According to statistics gathered by The Star, there are at least 80,000 foreign workers employed in oil palm plantations in Sarawak.

Some of these plantations measure up to 50,000 hectares each and employed up to 3,000 workers at any one time. These workers are free to move around the plantation, visit native longhouses and settlements and even go to rural villages and towns during their days off.

PETALING JAYA (Aug 2, 2009): The Rural and Regional Development Ministry hopes all parties linked to the debts incurred by the National Rubber Smallholders Cooperative (Narsco) can reach an amicable solution by this week.

A senior aide of Minister Datuk Seri Mohd Shafie Apdal told theSun recently that the minister was personally looking into the problem and hoped the cooperative "can negotiate an appropriate settlement with its creditors soonest possible"."The ministry is in the last stages of negotiations (with Narsco) to solve the problem and the outcome will be known (this week). The minister wants Narsco’s issues to end soon because he is unhappy with the negative publicity it has been receiving lately," he added.

Meanwhile, Shafie, when met at the GiatMara-JHEOA and Proton training partnership programme launch on Thursday, refused to comment on the Narsco issue.theSun had on July 15 highlighted how the cooperative, which was set up to help rubber smallholders in the country, chalked up debts of more than RM60 million to suppliers and business partners.After paying the bulk of its debts, Narsco still owes more than RM20 million.

Appalanaidu, 55, who almost became a bankrupt after Narsco failed pay for the supply of latex.He filed a suit with the Kuala Lumpur High Court and won the case against Narsco's subsidiary company Narsco Commodities Sdn Bhd in 2005.theSun also carried a front page report on Tuesday revealing how the Rubber Industry Smallholders Development Authority (Risda) issued undertaking letters dating back to 2002 on behalf of Narsco.

The letter, signed by its chairman and director-general, promised suppliers that all monies owed by Narsco will be paid soonest possible.Narsco was formerly under Risda but both entities parted ways following mounting debts in 2006.The debts were blamed on poor management and fluctutaing rubber prices by Narsco's new chairman Datuk Jamaluddin Tot.

MELAKA, Aug 1 (Bernama) -- Agrobank is offering collateral-and-guarantor-free loans to small and medium scale entrepreneurs in the agricultural sector through the micro credit scheme worth RM300 million under the stimulus package worth RM300 million.

The bank's Acting Managing Director, Ahmad Said, said the scheme offers a maximum loan of RM50,000 for the production of major food items while those involved in processing, marketing and business operations are eligible for a loan of up to RM20,000."Since it was launched last June, some RM200 million of the fund had yet to be disbured to those who needed start-up capital for their projects," he told Bernama after handing out out tithes from the bank last night.

Melaka Chief Minister Datuk Seri Mohd Ali Rustam officiated at the function.Under the second stimulus package, the government allocated RM300 million through Agrobank as start-up capital for the rakyat to undertake agri and resource-based agricultural activities.Ahmad said entrepreneurs should quickly grab the opportunity to get the loans especially youths and workers who have recently been laid off due to the economic slowdown and wanting to start a new venture.

"If they are keen to rear chickens or breed goats and cows or rear fish in ponds or plant cash crops such as bananas and corn, they can get loans from Agrobank," he said.He said that Agrobank also gave advise and monitored the progress of their projects to ensure that they succeed."Those who are interested can contact the nearest Agrobank branches and if they meet the loan conditions, they would be eligible to get the funds as fast as possible," he said.The repayment period is up to five years.

Meanwhile, Agrobank, formerly known as Bank Pertanian Malaysia before it was corporatised in April 2008, would continue to help develop the agricultural sector and resource-based agri activities as contaiend under its original aims.Agrobank which now has 167 branches including kiosks employs 2,800 people, also offers various other products and services.

Agrobank has also handed out business tithes worth RM1,705,437 last year compared with RM1,320,320 in 2007.In Melaka, Agrobank paid business tithes amounting to RM33,687 to the Melaka Tithe Centre as well as to the poor, orphans and several mosques.

KUALA LUMPUR: The Home Ministry has advised the people to stay away from rallies supporting or opposing the abolition of the Internal Security Act tomorrow.

Minister Datuk Seri Hi-shammuddin Hussein said the ministry wanted to prevent the issue from creating a negative impact on the security and interest of the country. "If they violate the law, stern action will be taken against them, no matter if they are pro-ISA or contra-ISA. "I will not compromise on this until the security and interest of the country are assured," he said after presenting special contributions to ex-policemen who served during the Emergency (1948-1962) in Kuala Terengganu yesterday.

Hishammuddin was commenting on the ultimatum from Pembela Negara Federation of Non-Governmental Organisations Council (Magaran) giving the Gerakan Mansuhkan ISA (GMI) until 5pm yesterday to cancel a rally scheduled for tomorrow.

Magaran, which comprises 56 non-governmental organisations with more than 100,000 members, had said that if GMI persisted with its plan, it would not hesitate to hold a rally to send a memorandum supporting the ISA to the Yang di-Pertuan Agong on the same day.
Hishammuddin said he had told Inspector-General of Police Tan Sri Musa Hassan to take stern action against those participating in the rallies."I have also instructed Kuala Lumpur police chief Datuk Muhammad Sabtu Osman to monitor the rallies."The public was also advised not to take part in the rallies as the government had earlier agreed to review the ISA, he said.

Deputy Inspector-General of Police Tan Sri Ismail Omar has advised the organisers to cancel their plans and inform the public.He said police had not received applications for permits from the two groups to hold rallies. GMI had announced plans for an assembly of 100,000 people at Masjid Jamek, Sogo shopping complex and Masjid Negara tomorrow.The group will later march from these locations to Istana Negara to hand over a memorandum to the Yang di-Pertuan Agong asking the king to call on the government to abolish the ISA.

On the same day, an opposing coalition of Majlis Pemuafakatan Ummah (Pewaris), Pertubuhan Pribumi Perkasa Malaysia (Perkasa) and other NGOs said they would hold an assembly at Padang Merbok, Pasar Seni and Masjid Negara in support of the ISA.Ismail said even though both organisers claimed that the events would be held peacefully, they were still unlawful and a threat to public order."Our intelligence shows that there is already an element of instigation and provocation between the two groups, each with its own agenda."If the assemblies and rally proceed, it can give rise to tension."

5. Elakkan memakan sebarang makanan yang mengandungi margarine
6. Elakkan memakan burger, naget, kentang goreng, potato chip dan segala yang sewaktu dengannya
7. Elakkan mandi selepas makan
8. Amalkan amalan: Ambil segenggam kacang hijau, rendam dalam air kira-kira 10 minit,selepas itu rebus asal masak dan bukan rebus sehingga pecah tanpa membubuh garam. Selepas itu buang air rebusan dan makanlah kacang hijau ini dan amalkan amalan ini setiap hari.

9. Boleh beli jintan hitam dan makan setiap hari atau pun belilah yang sudah siap diproses atas nama habbatussauda

Plantation owners told to offer better pay

PENAMPANG: Plantation owners must offer better homes and higher salaries if they want Malaysians to work for them.

The Plantation Industries and Commodities Ministry is talking to estate bosses about upgrading the facilities to make plantation work more attractive to Malaysians and reduce the dependence on foreign labour.

About half-a-million workers are employed in the plantation sector.

Minister Tan Sri Bernard Dompok said some estate owners had already improved their benefits to attract more Malaysians.

Asked if poor pay and housing were what made the plantation sector unattractive to locals, he said: "This is something we are looking at. It's a combination of many reasons."

He was speaking to reporters after opening a seminar on career opportunities in the plantation and commodity sectors at the Kadazandusun Cultural Association hall yesterday.

The ministry is also looking at training Malaysians to fill jobs in factories and other downstream activities from oil palm, rubber and tree planting.

"Plantations are not just about planting and harvesting. There are many downstream activities and this is what we need to tell people looking for jobs.

"There are openings in the small- and medium-scale industry sector that Malaysians can explore."

The plantation sector has changed from a producer of raw material to an exporter of finished high-value-added products worth RM70 billion annually to more than a hundred nations, said a banner put up at the hall.

The hidden ugly side of Singapore

In between the glamarous buildings and shoppings complexes of this city state, there is huge suffering that the world has never seen. Something that the Singapore government or media will try to hide from the rest of the world. And this is the lives of 80 percent of ‘true’ Singaporeans who live in the republic’s Housing Development Board (low cost) flats.

I, like many young youths, went looking for a better future in this Lion City of opportunity, After four years of working experience in Kuala Lumpur. It was my first experience outside Malaysia and I was very happy to be offered a job in Singapore with a basic salary of S$3,500.

Then, with huge hopes, I started looking for a master bedroom to rent being single. I finally got a master bedroom in Clementi for S$700 a month but only after being rejected by many other landlords for being Indian. The ensuing eight- month ordeal that I spent in this HDB flat really opened my mind to what Singapore is for those who can't earn.

It made me ask if this is the type of development that I ever wanted in my country Malaysia. This is the first time that I felt gifted to be born in Malaysia. Anyway, I lived with a family of three (husband, wife with one daughter) who rented out their master bedroom to me while they slept in the common room.

It was a three-room flat (but unlike in Malaysia, a three-room flat has only two bedrooms). I did not believe it was the master bedroom that I was staying in until I went into the other room and saw that there is no attached bathroom there. I was given a bed and a mattress and also two fans. Then I noticed that the couple with their daughter sleeping on the floor with a thin mattress in the other room. Not even a fan in that room.

Both husband and wife are born Singaporeans and were employed. It was after one month that I realised that the daughter was not going to school regularly and most of the time there would be a quarrel in the early morning between the father and daughter as there was not enough money to pay for the bus to go to school.

There were times when the daughter was very sick and father had no money to take her to see a doctor. It was a real pain in the heart to hear a small girl suffering through the thin walls of this HDB flat. It was unbelievable for me to see this happening in this ultra-modern city. It took me another two months to realise that what was happening in this flat was not an isolated case of urban poverty in Singapore.

It was every where in those HDB flats. There was a Chinese neighbour (an elderly man) and his son had no money to get a taxi to send his father to the clinic for daily diabetic wound-dressing. I soon understood that poverty in Singapore transcends racial boundaries. The whole family of my landlord got a shock that I own a car in Malaysia.

My landlord would keep pestering me every time I come back to Malaysia to bring my car over so that his whole family could go sightseeing in Singapore. In all my life, I never believed people in a developed country like Singapore would ever consider car ownership a privelege.

Three months later, one fine day, I came back home and realised that there was no electricity in the house. This time, my landlord did not have the money to pay for the utility bills. I was back in the Stone Age, using candles. This lasted for days until finally he borrowed money from somewhere and settled the bills.

My landlord as a person I have known during that period never come back drunk or looked like a gambler. He had to pay for his mother’s medical expenses, that much I know. This was the time in my life when I learned what is was like to live in that poor quality HDB flat, drying clothes in the rooms and listening to what the couple talked about in the next room via the thin walls.

It was this time in life that made me to think, ‘Is this what I want Malaysia to be? For those who talk great or look up to Singapore's success, have they ever come and lived in Singapore like I how I did? Have you seen a HDB flat and how it looks like?

Bring your whole family for a dinner using public transport and then rush to catch the last bus. Is this what a 10% growth rate a year is about that we want boast? Does this growth figures mean anything in the first place? Do we want to open our country to expats so that they can progress at the expense of our own Malaysians?

Do we want to ‘progress’ to a level that even our children can't buy a house in our own land? Last, I ask myself. Do we Malaysians look at GDP growth as the only measure to choose our government or are we much more matured than that? Achievement at whose expense?

Be grateful Malaysian... be grateful a lot.....

The announcement that Felda will be setting up a new entity, ‘Global Ventures’ is only to be welcomed as being relevant and meaningful if, as implicitly correctly suggested by Prime Minister Najib Abdul Razak, the forthcoming ‘restructuring’ of Felda ‘pays attention to the needs of settlers’.

This means, in effect, that ‘Global Ventures’ demands the pre-requisite of settlers being involved as stake-holders jointly participating in the organisation and administration of Felda at the highest points of decision-making.

This, in fact, has never been the case, especially as clearly highlighted by the failure to provide ‘listings’ for settlers on the stock exchange, as repeatedly requested by both former prime minister Abdullah Ahmad Badawi and indeed Najib himself.

As regards the other ‘failures’ to develop a viable settler community involving the second/third/and even fourth generations, the record speaks for itself, where settlers even successfully obtained legal remedies in connection with a successful court case of cheating against Felda. Another similar legal case is currently pending.

With the greatest of respect and in humility, I have to reiterate therefore that unless the proposed ‘restructuring’ amounts to the radical transformation of Felda as an institution, the new entity of ‘Global Ventures’ will amount to nothing more than the continuation of the cases of ‘pagar makan padi’/’empire-building’ that have repeatedly been ‘exposed’ in the past.

These are very strong negative assertions and this appeal to Najib, therefore, is to make it possible to re-direct and intervene in these new development projections to ensure that they are in line with the founding ideology of Felda, so spectacularly projected by his late father, Razak.

This is a very serious matter that strikes at the heart of the concept, theory and implications for agricultural-industrial plans and programmes particularly in multi-cultural societies, not only for Malaysia but also for Asia and indeed the rural development scenario in the wider world.

Therefore, it is imperative to emphasise that the assertions being made here are based inter alia, on my experiences as a member of Razak’s 11-man national committee for Gerakan Maju (where incidentally I was the only non-Malay and the youngest officer) at a time when we were very much involved in new thinking and research for Felda.

More recently, as the lead consultant and sole report writer for the UNDP social impact assessment of Felda (2002), I was directly concerned with the kind of questions and issues arising from Najib’s statement that ‘Felda (is) set to grab global opportunities’.

It may be useful to ‘highlight’ some of the main observations in the report that have ‘direct’ implications for meaningfully ‘grabbing the global opportunities’ as mentioned by Najib.

1 The structure for reform

Group Settlement Areas Act 1960, Act 530 (amended 1996)

The promulgation of this amendment made it possible for Felda itself to move directly to develop new land settlements on its own accord, because the government had decided to cease doing this since 1990.

‘The implications of this amendment in the context of the objectives of the original 1960 Act appear to be so ‘reactionary’ as to require another full-scale study and re-evaluation of the social impact of this amendment on Felda’.

This is because while the organisation successfully managed to enhance its oil palm production activities, increasing emphasis in its expansion plans and programmes began to focus on non-agricultural areas centered on ‘empire building’.

Because no attempts were made to get settlers listed on the stock exchange, it meant that the shareholders were limited to Felda management and other professionals, who would be the main beneficiaries of the various new subsidiaries and other ventures initiated in its expansion programme.

2 Future sustainability for diversification.

Felda has brought ‘independent’ title-holding settlers completely under its management. This has generated intractable dependency relationships between the settlers and management rather than enhancing the process of social change through motivation, capacity-building, creativity and entrepreneurship as was the basic and fundamental objective in the original Felda ideology.

Because no attempts were made to involve settlers in the management of the schemes, they ‘have little confidence in decision-making and indeed seem helpless to take control of their lives and to move on. They, therefore, leave it to the management to take over and organise their ‘freed’ land titles as soon as they receive them’.

There is a low-level of diversification of economic activities associated with oil palm production particularly through down-stream/up-stream new products resulting in settlers not being exposed to flexible knowledge-based training.

Therefore the potential of innovative capacity especially among youth is not tapped. As a result Felda has not sustained a strategic role as catalyst in industrialisation and modernisation.

Rising unemployment despite green shoots

DURING her recent trip back to Malaysia, Aileen (not her real name), an executive at an oil and gas company in London, told her friends who had been applying for some professional jobs in Britain, to put their plans on hold because current opportunities were scarce.

She pointed to the lack of activity in the once lively and busy streets of Canary Wharf, the trendy financial district of London, as a sign of how badly the British economy has been hit by the global financial crisis.

Many people have lost their jobs since the acceleration of the financial crisis in the third quarter of last year, and many more are expected to suffer the same fate in the coming months as companies across industries experience severe slowdown in their businesses.

While most of us are not there to experience first-hand the depth of the crisis in Britain, the official data tells the story. The British government recently reported that a broader measure of unemployment in the country rose 232,000 to 2.26 million for the three months to April, taking the unemployment rate to 7.2%.

Despite the talk that the worst is over, the Confederation of British Industry expects unemployment in the country to peak at 3.03 million, or a rate of 9.6%, in the second quarter of next year.

Worsening unemployment is not a problem faced only by Britain, but also by many other nations. For instance, the unemployment rate in the United States is expected to exceed 10% this year. It stood at 9.4% last month, up from 8.9% in April.

Over the week, the Paris-based Organisation for Economic Cooperation and Development said it projected the average unemployment in its 30 member countries, comprising some of the most developed markets in the world, to reach 10% by the end of next year, up from 7.8% in April.

Unemployment is usually the public’s best gauge of the intensity of the current economic storm. Although recent indicators have shown signs of diminishing economic damage, and have pointed to possible recovery for some countries by the second half of this year, labour markets worldwide are expected to languish over a longer period of time.

The International Labour Office (ILO) director-general Juan Somavia recently explained that past experience had suggested a considerable lag of four to five years in the recovery of labour markets after economic recovery. He said there was a risk of the global jobs crisis persisting for the next few years.

In the Global Employment Trends Update released last month, the ILO projected the total number of people unemployed worldwide this year to range between 210 million and 239 million, or between 6.5% and 7.4% of the global labour force.

For the South-East Asia and the Pacific regions, the United Nations agency projected the total number of unemployed people this year to range between 16 million and 18 million, or 5.4% to 6.2% of the regional labour force.

A country with a persistently weak labour market poses a high risk of experiencing slow growth for a number of years, even if its economy does turn around by the end of the year. Rising unemployment also means that more people will fall into poverty, and this could weigh on consumer spending, a key component in most economies. For instance, consumer spending represents about half of Malaysia’s gross domestic product and 70% of that of the United States.

The Department of Statistics is expected to announce Malaysia’s unemployment rate for the first quarter of 2009 by the end of this month. The country’s unemployment rate last year stood at 3.3%, and is expected to reach 4.5% this year.

On Tuesday, the Manpower Department director-general Datuk Ismail Abdul Rahim said there had not been a massive retrenchment in the country so far. He estimated that the total number of employees who lost their jobs since last August to be 37,000.

Economists polled by StarBizWeek recently also agreed that retrenchment in Malaysia had not been that widespread but affected mainly employees in the electrical and electronics manufacturing and export-oriented companies.

Further improvements in the labour market, nevertheless, will depend on the effectiveness of the fiscal expenditures by the Government in creating new jobs.

Malaysia plans to step up enforcement against oil palm seed scams and theft of palm fruits and oil, which are costing the country billions in lost revenues.

The Plantation Industries and Commodities Minister Tan Sri Bernard Dompok has told the Malaysian Palm Oil Board (MPOB) to buck up as these crimes have been going on for a long time.

"I want MPOB to step up enforcement immediately. All these oil palm seed scams and oil thefts must stop," he told Business Times in an interview in Putrajaya on Tuesday.

For a start, Dompok gave the green light to MPOB to licence palm oil transporters. This is allowed under the Malaysian Palm Oil Board Act 1998.

"I want to tighten up the loopholes. The transporters need to be licensed and we'll put in place a whistle-blowing scheme. Once MPOB board of directors give their consensus, it will come back to me for my signature and then we'll have it gazetted," Dompok said.

The companies will also have to install global positioning systems on their tankers to keep tabs of their movements. "Transporters must take responsibility for the actions of their drivers and pay the price if their tankers are involved in illegal activities," he said.

Under MPOB (Quality) Regulations 2005, whoever steals or contaminates crude palm oil can be fined up to RM250,000 or two years' jail or both.

In a separate interview, Palm Oil Refiners Association of Malaysia (Poram) acting chairman Yong Chin Fatt said refiners have suffered much from oil pilferage.

Refiners have no way of knowing whether the palm oil brought in by tankers are stolen or not.

"We're all established and we only accept oil that come in tankers, not in drums. These tankers come with the necessary documentation from the millers," he said.

"In fact, we incur additional costs when we're duped into buying contaminated cargo. We suspect such highly-organised crimes, that have spread to Sabah and Sarawak, are by syndicates. We appeal for more stringent enforcement," he added.

Dompok has also told MPOB to be more vigilant in stamping out oil palm seed scams.

"These scams have serious implications on the livelihood of thousands of smallholders and the country's average oil palm yield," he said.

It was recently reported that there are syndicates deceiving planters into buying low-yielding seeds that are not dura and psifera (DXP) crossbreds currently sold by the 19 genuine producers.

Last year, MPOB managed to seize 6.13 million fake DXP seeds and this amounted to RM11.35 million in opportunity loss for genuine producers.

However, the potential revenue loss runs into the billions in the long term as the fake seeds will not produce as much fruits.

Malaysia's oil palms are the most productive in the world because of government policy to use high-yielding crossbred seeds of the mother palms of the DXP strains.

Regular seeds from existing oil palm trees will only yield five to 10 tonnes of fresh fruit bunches in a year compared with 25 tonnes for DXP seeds.

Cross breeding of high-yielding DXP seeds takes time and the seeds are sold for RM2 each.

First-year students at Med School were receiving their first anatomy class with a real dead human body. They all gathered around the surgery table with the body covered by a white sheet.

The professor started the class by telling them, "In medicine, it is necessary to have 2 important qualities as a doctor: The first is that you not be disgusted by anything involving the human body." For an example, the Professor pulled back the sheet, stuck his finger in the butt of the corpse, withdrew it and sucked on his finger.

Job at the FBI

The FBI had an opening for an assassin. After all the background checks and interviews and testing were done, there were 3 finalists; two men and a woman.

The door opened slowly and there stood the woman, wiping the sweat from her brow. 'This gun is loaded with blanks' she said. 'I had to beat him to death with the chair !'

A DAMN EXPLANATION

The wife came home early and found her husband in their bedroom making love to a very attractive young woman.

Then, as she needed clothes, I gave her the designer jeans that you have had for a few years, but don't wear because you say they are too tight.

I also gave her the underwear that was your anniversary present, which you don't wear because I don't have good taste.I found the sexy blouse my sister gave you for Christmas that you don't wear just to annoy her, and I also donated those boots you bought at the expensive boutique and don't wear because someone at work has a pair the same.'

The husband took a quick breath and continued - 'She was so grateful for my understanding and help, that as I walked her to the door, she turned to me with tears in her eyes and said, 'Please ... Do you have anything else that your wife doesn't use?'

Once upon a time a married couple celebrated their 25th marriage anniversary. They had become famous in the city for not having a single conflict in their 25 years of marriage.. Local newspaper editors had gathered at the occasion to find out the secret of their well known 'blissful marriage'.

Mr Zulayu then recalling his old honeymoon days said: 'We had been to Shimla for our honeymoon. Having decided to go horse riding, we both started the ride on different horses. My horse was pretty okay but the horse on which my wife was riding seemed to be a little wild. On the way ahead, that horse jumped suddenly, making my wife topple over. Recovering her position from the ground, she patted the horse's back and said 'This is your first time'.
